Eligibility Criteria and Procedure for School Outsourcing Nawaz Sharif School of Excellence (NSSE)

Under the Education Department, a few basic conditions must be met to transfer Category B schools to Public Private Partnership (PPP). For this process, first of all, the condition of the school building must be satisfactory, after which the next steps will be considered. In terms of the number of rooms, it has been made mandatory to have at least 5 rooms for primary school, 8 for elementary school, 13 for high school and 20 for higher secondary. Moreover, the historical enrollment report (Peak Enrollment) from 2014 onwards will be taken into account, according to which at least 100 students must be enrolled in primary school, 150 in elementary school, and 350 or more in high and higher secondary schools.

New policy guidelines for school closures and mergers

The Department of Education has formulated three basic filters to decide the future of schools. In the first phase, schools will be identified under the ‘knockdown filter’ where the number of students as per the 2025 census is less than 100 at the primary level and less than 150 at the elementary level. Such schools will be marked as underutilized institutions. In addition, if a school building is in a completely dangerous condition, it will be included in the list for reconstruction. In the second phase, the school’s capacity utilization (SCU) will be assessed; if the school is being used at half or less than its original capacity, it will be considered suitable for merger.
The ‘Merger Decision Matrix’ will be used for the final decision on merger, in which geographical distance is given importance. If there is another primary school within a radius of 1 km, a girls’ elementary school within 2 km, or another boys’ elementary school (government or PEF) within 4 km, the school concerned will be eligible for merger. However, before closing or merging any school, the capacity of the nearby school will be assessed. If the nearby school has space to accommodate the students or only one to two additional rooms are required, the school will be permanently closed and merged. Conversely, if the nearby school has no capacity at all, the existing school will not be closed.

سکولوں کی بندش اور انضمام کے لیے نئے پالیسی ضوابط

محکمہ تعلیم کی جانب سے سکولوں کے مستقبل کا فیصلہ کرنے کے لیے تین بنیادی فلٹرز وضع کیے گئے ہیں۔ پہلے مرحلے میں ‘ناک ڈاؤن فلٹر’ کے تحت ان سکولوں کی نشاندہی کی جائے گی جہاں 2025 کے مردم شماری کے مطابق طلبہ کی تعداد پرائمری سطح پر 100 سے کم اور ایلیمنٹری سطح پر 150 سے کم ہے۔ ایسے سکولوں کو کم استعمال ہونے والے (Underutilized) اداروں کے طور پر نشان زد کیا جائے گا۔ اس کے علاوہ اگر کسی سکول کی عمارت مکمل طور پر خطرناک حالت میں ہے، تو اسے دوبارہ تعمیر کی فہرست میں شامل کیا جائے گا۔ دوسرے مرحلے میں سکول کی گنجائش کے استعمال (SCU) کا جائزہ لیا جائے گا؛ اگر سکول اپنی اصل گنجائش سے آدھا یا اس سے بھی کم استعمال ہو رہا ہے، تو اسے انضمام کے لیے موزوں سمجھا جائے گا۔
انضمام کے حتمی فیصلے کے لیے ‘مرجر ڈیسیشن میٹرکس’ کا استعمال کیا جائے گا جس میں جغرافیائی فاصلے کو اہمیت دی گئی ہے۔ اگر 1 کلومیٹر کے قطر میں کوئی دوسرا پرائمری سکول، 2 کلومیٹر میں گرلز ایلیمنٹری، یا 4 کلومیٹر کے اندر کوئی دوسرا بوائز ایلیمنٹری سکول (سرکاری یا PEF) موجود ہے، تو متعلقہ سکول کو ضم کرنے کے لیے اہل قرار دیا جائے گا۔ تاہم، کسی بھی سکول کو بند یا ضم کرنے سے پہلے قریبی سکول کی گنجائش کا جائزہ لیا جائے گا۔ اگر قریبی سکول میں طلبہ کو سمونے کی جگہ موجود ہے یا وہاں صرف ایک سے دو اضافی کمروں کی ضرورت ہے، تو سکول کو مستقل طور پر بند کر کے ضم کر دیا جائے گا۔ اس کے برعکس، اگر قریبی سکول میں گنجائش بالکل موجود نہ ہو، تو موجودہ سکول کو بند نہیں کیا جائے گا۔
